The East Alabama Regional Planning and Development Commission (EARPDC) is seeking
statements of qualifications from experienced consultants to provide grant administration
services for federal and state grants.
Background
EARPDC is a regional planning organization serving 10 counties in east Alabama. We administer
various federal and state grants to support economic and community development in our region.
We are seeking qualified consultants to assist with grant administration, compliance, and
reporting.
Scope of Services
The selected consultant will be expected to provide the following services:
- Assist with pre-award activities, including grant research, application preparation, and budget development
- Provide post-award grant management, including compliance monitoring, financial reporting, and performance tracking
- Prepare and submit required progress reports and financial reports to funding agencies
- Assist with grant closeout activities and final reporting
- Provide training and technical assistance to EARPDC staff on grant management best
practices - Develop grant policies and procedures to ensure compliance with federal and state
regulations - Assist with sub-recipient monitoring as needed
Required Qualifications
Qualified consultants must demonstrate:
- Minimum of 5 years of experience in federal and state grant administration
- In-depth knowledge of 2 CFR 200 Uniform Guidance and other relevant federal
regulations - Proven experience with economic development, community development, and
infrastructure grants - Strong written and verbal communication skills
- Ability to work independently and as part of a team
Submission Requirements
Interested consultants should submit a statement of qualifications including:
- Firm profile and history
- Detailed description of relevant experience and past performance
- Qualifications and resumes of key personnel who would be assigned to this project
- Proposed approach to providing the requested services
- Three references from similar clients
- Any additional information that demonstrates the firm’s qualifications for this project
Evaluation Criteria
Statements of qualifications will be evaluated based on:
- Relevant experience and past performance (35%)
- Qualifications of key personnel (25%)
- Proposed approach (25%)
- References (15%)

Statements of qualifications must be submitted electronically to eric.wright@earpdc.org by 5:00
PM CT on October 20. The subject line should read “RFQ – Grant Administration Consulting

EARPDC reserves the right to reject any and all submissions.
This RFQ does not obligate EARPDC to award a contract or complete the project, and EARPDC
reserves the right to cancel the solicitation if it is in its best interest.
Note: The most qualified firms may be invited to participate in an interview process. Following
the evaluation of qualifications and any subsequent interviews, EARPDC will enter into
negotiations with the top-ranked firm to determine compensation and develop a contract.
